
 
 
At Mantralaya, the heart of Maharashtra’s governance in Mumbai, where thousands once queued for hours under the sun to gain entry, a quiet change in digital governance is unfolding.
Digi Pravesh, a state-of-the-art visitor management system developed by Secutech Automation, is ushering in this new era at the state’s administrative headquarters. The app manages visitors’ entry through a digital, Aadhaar-verified entry process, replacing the need for physical visitor passes at Mantralaya.
Designed to bring the efficiency of DigiYatra to government buildings, Digi Pravesh uses facial recognition, real-time QR scanning, and AI-based verification to create a secure and paperless entry experience.
“We are proud to say that we are revolutionising digital identity management. This platform is built on Aadhaar as the foundation,” Aditya Prabhu, group CEO, Secutech Automation told AIM.
Commissioned by the government of Maharashtra, Digi Pravesh has emerged as a flagship example of how AI, Aadhaar, and digital identity can combine to deliver both security and convenience at scale.
The Challenge
Mantralaya has long struggled with visitor management challenges. “Government buildings have always had issues when it comes to visitor verification,” Prabhu explained. “You hear about impersonation attempts, protests, even threats inside the premises. The CM’s vision was clear, Mantralaya must not be a bazaar. Every single person entering must be authenticated.”
The team’s challenge, as Prabhu mentioned, was to create a system that could handle 8,000–10,000 visitors daily, prevent fake ID misuse, and still remain accessible to every citizen, even those from rural areas unfamiliar with digital tools.
“When the task was given to us, we used a sandbox approach,” Prabhu recalled. “We walked backwards from our goals.”
He added the clear objectives for the project were to ensure that every individual entering the facility is properly verified, enable a fully humanless interaction process, reduce waiting times from three hours to just three minutes, and create a secure environment without causing inconvenience.
Additionally, the system aims to provide real-time inputs for crime investigations and remain intuitive and easy to use for people from villages or those who are not familiar with technology.
Under the Hood
The Digi Pravesh solution is built around two core components that focus on creating a Digi Pravesh digital ID, verified through Aadhaar-based eKYC and a state-of-the-art face recognition algorithm.
It also allows users to book appointments or receive invites via the Digi Pravesh app and gain entry using their face as ID.
“This approach eliminates impersonation, fake passes, and duplicate IDs,” Prabhu said. “It’s similar to DigiYatra, except that Digi Pravesh is universal, it can be used in any kind of building, public or private.”
Before Digi Pravesh, citizens would begin queuing at 7 AM just to secure a visitor pass. “People used to wait for hours in the sun,” said Deepali Kelkar, co-founder and the COO of Secutech Automation. “Now, with awareness spreading and adoption increasing, those long lines have vanished. Visitors arrive within their scheduled 30–40-minute window and enter seamlessly.”
Today, the platform has seen over 100,000 downloads and manages 7,000–10,000 people daily at Mantralaya.
At its core, Digi Pravesh runs on a FIPS-140 certified AI engine that powers face recognition and identity verification. “We use various LLMs for detecting patterns and anomalies,” Prabhu explained. “These models help us in predictive analytics like queue management, suggested waiting times, and entry optimisation.”
The technology’s real strength lies in scalability. “Imagine a metro where your face is your identity,” Prabhu said. “You walk in, your fare is auto-deducted, and your movement is verified securely. Digi Pravesh is designed for frictionless travel, payment, and access, all within one digital identity ecosystem.”
The Next Leap
As part of the next phase, the team is integrating LLMs into WhatsApp for conversational access.
“We’re building conversational AI models so people can use WhatsApp to book appointments, invite visitors, or check crowd levels,” Prabhu said. “We’re also adding voice recognition, so even people from villages can talk to the bot naturally.”
This step aligns directly with the Digital Bharat initiative, making technology inclusive, vernacular, and voice-enabled.
Conceptualised and developed entirely in-house, Digi Pravesh embodies the Digital Bharat and Make in India vision.
Secutech Automation collaborates with leading tech providers such as AWS, Azure, Google Cloud, and Meta, using APIs and cloud capabilities while ensuring that data ownership and innovation remain Indian.
Secutech Automation has in the past redefined urban governance and public safety at Chhatrapati Sambhajinagar, Maharashtra, through its work on master systems integrator (MSI) and integrated & converged technology (ICT).
After its success at Mantralaya, Digi Pravesh is now being considered for deployment in other government institutions. “The technology is repeatable,” Prabhu added.
Other Such Innovations
The Madhya Pradesh government is rolling out DigiPass, a system similar to DigiYatra, for use across government ministries and offices. This initiative aims to simplify administrative workflows and boost operational efficiency.
Meanwhile, UMANG (Unified Mobile Application for New-age Governance), developed by the Ministry of Electronics and Information Technology (MeitY) and the National e-Governance Division (NeGD), serves as a single platform for mobile governance in India.
UMANG enables citizens to access a wide range of e-Government services across central, state, and local government bodies, making public services more accessible and convenient
